Point a camera at your own house and no one cares; close a street for the shot and the film office does. Commercial filming on public property runs through permits covering equipment in the right-of-way, insurance, and notice to the neighbors who will live with the lights.

The thresholds do the interesting work. Small crews, still photography, and news are commonly exempt, and low-impact permit tiers skip most of the process. Residential shoots carry the extra conditions, because parking and generators at 5 a.m. are what the complaints are made of.
