Cobb County, GA Filming & Production: Location Permits (2026)

No person or entity shall conduct filming that impacts any public property, in unincorporated Cobb County or property owned by Cobb County without first applying for and receiving a film permit from the county manager or her/his designee.(2)Exemptions. The following activities do not require that a permit be obtained pursuant to this chapter:a.News media. The activities of reporters, photographers or camera persons in the employ of a newspaper, news service, or similar entity engaged in on-the-spot print media, publishing or broadcasting, of news events concerning those persons, scenes or occurrences which are in the news and of general public interest;b.Filming activities conducted for use in a criminal investigation or civil or criminal court proceeding;c.Private filming activities for personal purposes or for private-family use, including private filming using a professional photographer;d.Filming activities conducted for public and state, county or municipal access stations and other educational activities.(d)Rules and regulations. The county manager or her/his designee is hereby authorized and directed to promulgate rules, regulations, and a fee schedule including any applicable insurance requirements governing the form, time, location and conditions of any filming activity that will use, impact, or impede Cobb County lands, right-of-way, or property.
