Under Section 2-11.14(b)(2)(i), a cast/crew of fewer than three using handheld cameras or a single tripod on County- or municipally-owned property is exempt from the film/photo permit otherwise required, but only if they meet all nine listed conditions, including condition (6): the filming may not create noise that is 'frequent, habitual or long' and 'plainly audible at a distance of one hundred (100) feet' from where the person is located. This applies to publicly-owned or controlled sites, facilities, and rights-of-way in unincorporated Miami-Dade County and in any of the 34 municipalities that have signed an interlocal permitting agreement with the County; it does not regulate filming on private property.
