Summary
Clayton County confines residential-zone filming to weekdays, 7 a.m. to 6 p.m., and holds every permitted production to the county's Noise Ordinance standard. Night scenes need separate written approval in the permit itself, and setup and breakdown time count toward the daily filming window.
(2)The permit holder shall conduct its activities in such a manner so as to minimize the inconvenience or discomfort to adjoining property owners attributable to such filming and shall, to the extent practicable, abate noise and park vehicles associated with such filming off the public streets. The permit holder shall avoid any interference with previously scheduled activities upon County property and, limit, to the extent possible, any interference with normal activities. Filming in residential zones shall be permitted Monday through Friday between the hours of 7:00 a.m. and 6 p.m., and all activity shall meet the standard of the County's Noise Ordinance, provided that all requests for night scenes shall be approved in the permit to be granted. The setup, production and breakdown required by all filming shall be included in the hours as set forth herein.

Full Breakdown
Sec. 43, Sec. C(2) ties every location shoot to the county's general Noise Ordinance and layers filming-specific hours on top of it. ; there is no weekend or after-hours default, and night scenes require the production to request approval for those specific hours within the permit application itself rather than filming under a standing exception. The permit holder must, to the extent practicable, abate noise and park production vehicles off the public streets rather than on adjoining blocks, and must conduct activities to minimize inconvenience or discomfort to adjoining property owners.
Where a production's location or activities affect nearby businesses, merchants or residents, Sec. C(3) requires at least three days' notice before the shoot dates, giving neighbors advance warning of the very noise and disruption the hours restriction is meant to contain. The permit holder must also designate a person to respond to residents' concerns during filming (Sec. C(4)), the same designee responsible for arranging off-duty police, posting 'no parking' signs and cleaning up afterward. Sec. C(7) separately requires compliance with all governmental fire regulations for any pyrotechnics, stunts or open flames used on set, which the applicant must disclose and get permission for under Sec. C(8).
Violations & Fines
Filming outside the 7 a.m. to 6 p.m. weekday window in a residential zone, or exceeding the county's Noise Ordinance standard without pre-approved night-scene hours in the permit, is a permit violation. The county can deny future permits under Sec. 7.B where an activity would violate other applicable law, and the on-site designee's failure to address resident complaints undercuts the permit holder's standing to keep filming under the conditions granted.
