A. No person shall use any public or private property, facility or residence within the unincorporated area of Riverside County for the purpose of taking commercial motion pictures, television pictures, commercials, electronic media or commercial still photography without first applying for and receiving a permit from the issuing authority. No fee shall be charged for such a permit. B. Any requirement for a business license is hereby waived due to the temporary nature of the film activities. Full Breakdown
16 (Commercial Filming) requires a permit from the issuing authority, the county executive officer or designee, before anyone uses public or private property, a facility or a residence in the unincorporated area for commercial motion pictures, television, commercials, electronic media or commercial still photography. 030 charges no fee for the permit itself and waives any business-license requirement given the temporary nature of film work, but it lets the county attach whatever terms and conditions on 'the time, place and manner of utilizing county roads or other property' are necessary and appropriate, which is where street-closure conditions, lane restrictions, traffic control staffing and timing windows get imposed case by case.
030(C) lets the issuing authority move the date on reasonable advance notice without a new application. 050 caps on-location filming on county-controlled property at ten consecutive days per production (excluding strike and preparation time), with CEO discretion to extend. 040. 080 lets the issuing authority set rules on public-property use, filming hours and security deposits, and it waives transient occupancy tax for production-related stays for 48 months from the chapter's adoption.
Violations & Fines
Violating chapter 5.16 or a permit condition draws a verbal or written notice from the county under Section 5.16.090. If the production fails to correct the violation, the county may revoke the permit and all filming activity, including any road use, must stop immediately; the designated liaison must give notice and an opportunity to be heard before any permit is cancelled.
