Des Moines adopts the International Fire Code via Chapter 46, which requires property owners to cut down and remove weeds, grass, vines, or other combustible vegetation that could be ignited and endanger property. Accumulations of combustible waste in yards or vacant lots are also prohibited.
Chapter 46 (Fire Prevention and Protection) of the Des Moines Municipal Code adopts the International Fire Code (IFC). IFC Section 304.1.2 (Vegetation) mandates that owners and occupants cut down and remove weeds, grass, vines, or other growth capable of being ignited and endangering property. IFC Section 304.1.1 prohibits accumulations of combustible or flammable waste or rubbish in any court, yard, vacant lot, or alley. Additionally, Chapter 42, Article V (Nuisances) classifies overgrown weeds and grass exceeding 12 inches in height as a public nuisance under Β§ 42-348, subject to abatement by the city. The Des Moines Fire Marshal and Neighborhood Services Zoning Enforcement Division share enforcement responsibility. Owners receive notice to abate before city action.
Failure to abate vegetation nuisances can result in city-performed mowing billed to the property owner, civil penalties under Β§ 1-15, and misdemeanor fines for IFC violations under Chapter 46.
