Chesterfield bans all consumer fireworks, even sparklers and fountains that Virginia otherwise allows as permissible fireworks. Aerial and exploding devices are illegal statewide. Only licensed professionals with a county fire-marshal permit may hold supervised public displays.
Virginia's default lets localities allow permissible fireworks (non-aerial, non-explosive fountains and sparklers), but VA Code sections 27-95 and 27-97 let counties restrict further. Chesterfield County Code goes stricter: permissible fireworks defined in the Statewide Fire Prevention Code shall not be possessed, stored, sold, used or handled in the county. Aerial devices, firecrackers and anything that explodes or rises into the air are illegal everywhere in Virginia. Professional displays require a county fire-marshal permit submitted at least 15 days in advance of the event.
Possessing, storing, selling or using illegal fireworks is a Class 1 misdemeanor, punishable by a fine of up to $2,500 and/or up to 12 months in jail.
