Section 1104 lets anyone at least 18 buy, possess, and use them, but bans use within 150 feet of a building or vehicle, on public or private property without the owner's permission, directed at a person, from inside a vehicle or building, or while under the influence. A 150–300 foot buffer plus 72-hour written notice applies near livestock. Under §1106, any Lancaster County municipality (one of 60) may enact its own conditions, require a permit, or prohibit use where the 150-foot rule cannot be met.
