Benton County Code Chapter 7.30 permits nonaerial consumer fireworks in unincorporated areas from 9 a.m. to 11 p.m. between noon June 28 and noon July 5, with discharge extended to midnight on July 4. Aerials, firecrackers, chasers, sky and bottle rockets, roman candles, ground spinners, and mines or shells are illegal countywide, the same items RCW 70.77.401 bans statewide. In any year the Southeast Washington Energy Release Component reaches 17 or higher and the Fire Marshal declares Extreme fire danger, all fireworks are banned. Kennewick, Richland, West Richland, and Prosser impose their own dates and type limits.
Discharging illegal fireworks or firing during an Extreme fire-danger ban: fines up to $1,000 plus confiscation. Fireworks that start a wildfire can bring suppression cost recovery and criminal charges.
