Under the Illinois Pyrotechnic Use Act, it is unlawful for anyone to knowingly possess, offer for sale, sell, or use or explode any display or consumer fireworks. This is a state law that applies everywhere in St. Clair County, including Belleville, O'Fallon, and unincorporated areas. Sparklers, snake/glow-worm pellets, smoke devices, party poppers, snappers, and toy caps are excluded as novelties and remain legal at all times. Supervised public displays are lawful only after a local permit is granted at least 15 days in advance and the display is run by a licensed pyrotechnic operator. Home-rule cities may add further restrictions.
Illegally possessing or using consumer fireworks is a Class A misdemeanor, punishable by up to 364 days in jail and a fine up to $2,500.
