Firecrackers may only be purchased and used with a valid permit from the Honolulu Fire Department. Permits are required at least 10 days in advance. HFD issues permits for New Year's Eve and July 4th windows. State Act 243 (2025) increased penalties: possession near a dwelling (within 500 ft) risks $2,000 fine and up to one year jail; large-scale distribution can result in up to $25,000 fine and 10 years imprisonment. ROH § 20-6.9 sets local penalties at $250–$2,000 per violation.
