Honolulu's Fireworks Control ordinance (ROH Article 6) bans possession or use of consumer fireworks, aerial devices, and display fireworks citywide, with narrow exceptions: firecrackers are allowed only with a permit on New Year's, Fourth of July, Chinese New Year, and approved cultural events.
East Honolulu is subject to the City and County of Honolulu's Regulation of Fireworks (Revised Ordinances of Honolulu Chapter 20, Article 6). Under ROH Section 20-6.2, it is unlawful to possess, use, or explode any consumer fireworks (firecrackers, snakes, sparklers, fountains, ground spinners, etc.), any aerial device, articles pyrotechnic, or display fireworks, or to import, store, or sell fireworks within the city. Exceptions exist for licensed display fireworks (permit via Section 20-6.12, $110 fee, applied for at least 20 days ahead) and for firecrackers used under a permit (Section 20-6.13). A firecracker permit costs $25, allows up to 5,000 individual firecrackers, must be applied for at least 10 days in advance, and is valid only during set windows: 9:00 p.m. New Year's Eve to 1:00 a.m. New Year's Day; 7:00 a.m. to 7:00 p.m. Chinese New Year's Day; 1:00 p.m. to 9:00 p.m. Fourth of July; or 9:00 a.m. to 9:00 p.m. for an approved cultural use. State law (HRS Chapter 132D) provides the parallel statewide framework.
Violating the consumer-fireworks ban (Sec. 20-6.2(a)) carries a fine of $200 to $1,000 or up to 30 days jail, or both; other violations of the article carry a fine of $250 to $2,000 or up to one year, or both (ROH Sec. 20-6.9).
