East Honolulu, HI Noise Ordinances: Quiet Hours (2026)

There is no separate East Honolulu noise code; the area falls under the City and County of Honolulu and is regulated by the Hawaii State Department of Health's Community Noise Control rules, Hawaii Administrative Rules (HAR) Chapter 11-46. Section 11-46-4 sets maximum permissible sound levels in dBA by zoning class and time of day: Class A (residential, conservation, preservation, open/public space) is 55 dBA daytime (7 a.m. to 10 p.m.) and 45 dBA nighttime (10 p.m. to 7 a.m.); Class B (apartment, business, commercial, hotel/resort) is 60 dBA day and 50 dBA night; and Class C (agricultural, country, industrial) is 70 dBA at all times. Under 11-46-4(c) noise may not exceed these limits for more than ten percent of any twenty-minute period without a permit or variance, and impulsive noise (11-46-4(e)) is limited to ten dBA above the table value. These levels apply at or beyond the property line. The state's bass-noise nuisance statute (HRS 342F-31.5) separately deems nighttime bass sound over 60 dBC (or 50 dBC near residential/mixed-use areas) to exceed the permissible level, with nighttime defined as 10:00 p.m. to 7:00 a.m.
