The Kansas Fireworks Act (K.S.A. 31-501 through 31-513) regulates licensure, permits, and enforcement statewide, but allows counties and cities to restrict consumer fireworks. Johnson County has done so: in unincorporated Johnson County, residents may not store, offer for sale, sell at retail, use, explode, discharge, or possess any fireworks except for a permitted public display, wholesale distribution outside the county, or approved agricultural use. Public displays require a permit from the County Manager's Office. Olathe and Overland Park also prohibit consumer fireworks within their city limits.

Selling fireworks at retail in unincorporated Johnson County carries fines from $500 to $1,000 per offense; other violations carry fines from $25 to $100, with each day treated as a separate offense. Public-display permits are issued by the County Manager's Office and require: applicant to be a qualified civic group, government entity, HOA, or neighborhood organization; tied to a holiday celebration, special event, ceremony, or similar occasion; demonstrated experience in safe handling and firing; fireworks kept at least 100 feet from buildings, roads, and spectators; projectile angles within 15 degrees of vertical; at least two adults age 18 or older supervising; two approved fire extinguishers on site; liability insurance acceptable to the County Manager; and immediate cleanup of all residue. Olathe city code prohibits the sale, possession, and use of all fireworks; Overland Park likewise bans consumer fireworks (allowing only snappers and toy caps). Lenexa, Shawnee, Mission, and other Johnson County cities maintain their own fireworks ordinances β most are restrictive β so residents must check local rules before buying or using.
Violations of the Kansas Fireworks Act are addressed under K.S.A. 31-509 (seizure and administrative hearing) and 31-510 (penalties). Inside unincorporated Johnson County, retail-sale violations carry fines of $500 to $1,000; other fireworks violations are $25 to $100 per offense, each day a separate offense. Olathe and Overland Park enforce city ordinance violations through municipal court, with fines and possible jail time. Reckless use causing fire or injury can be prosecuted under Kansas arson statutes (K.S.A. 21-5812) or as criminal damage to property.
