Under Ala. Code § 8-17-217, Class C consumer fireworks are lawful to possess, sell, and use across Alabama, including aerial devices, audible ground devices, sparkling devices, and novelties meeting federal safety standards. The county cannot ban them in unincorporated areas. Section 8-17-222 sets the guardrails: it is unlawful to sell to anyone under 16 unless accompanied by an adult, buyers must show a driver's license or state ID, and no one may ignite fireworks within 600 feet of a church, hospital, school, or enclosed building, or within 200 feet of where fireworks are stored or sold.
Selling to a minor, or shooting fireworks near a church, hospital, school, or building, violates Ala. Code § 8-17-222 and is a misdemeanor. Fireworks noise outside the allowed holiday windows is a Madison County noise-ordinance violation.
