Only Virginia "permissible fireworks" (sparklers, fountains, ground spinners) may be used by the public. Anything that explodes, rises into the air, travels laterally, or fires projectiles is illegal countywide. Public displays need a Fire Marshal operational permit.
Virginia law limits consumer fireworks to "permissible fireworks" as defined in VA Code § 27-95, and Prince William County follows that state definition. Sparklers, fountains, Pharaoh's serpents, caps for pistols, and pinwheels are allowed; firecrackers, skyrockets, Roman candles, and any aerial or exploding device are banned. Permissible fireworks must have a slow-burning fuse (quick-match fuses prohibited). Any fireworks used in a public Fireworks Display require an operational permit from the Prince William County Fire Marshal's Office. Independent cities of Manassas and Manassas Park set their own rules.
Possession or use of unlawful fireworks is a Class 1 misdemeanor, punishable by a fine up to $2,500 and/or up to 12 months in jail.
