Texas has no general county zoning, and permissible fireworks are lawful in unincorporated areas under Occupations Code Ch. 2154. There is no flat county ban. Under Local Government Code §352.051, the Commissioners Court may prohibit or restrict only 'restricted fireworks' (skyrockets with sticks and missiles with fins) in the unincorporated area, and only after finding drought conditions (Keetch-Byram Drought Index of 575 or greater). Such Fourth-of-July orders must be adopted before June 15.
