Oregon law is restrictive. Legal retail 'consumer' fireworks may not fly more than 12 inches into the air or travel more than 6 feet on the ground. Bottle rockets, Roman candles, firecrackers, missiles and M-80s are illegal statewide, even on July 4.
Under ORS 480.111–480.165, Oregon permits only ground-based 1.4G consumer fireworks bought from a licensed retailer (sold June 23–July 6). Anything that explodes, flies into the air, or travels more than 6 feet horizontally or 12 inches vertically is illegal without an Oregon State Fire Marshal display permit. That bans bottle rockets, Roman candles, firecrackers, cherry bombs, M-80s, missiles and sky lanterns everywhere in the state, including unincorporated Clackamas County. Local fire districts and the county impose additional burn-ban or wildfire-season restrictions in the Mt. Hood/WUI corridor. Cities (Oregon City, Lake Oswego, Milwaukie, Happy Valley) may ban them entirely.
Using or possessing illegal fireworks is a Class B misdemeanor; the Fire Marshal may seize fireworks and impose civil penalties, and users are liable for suppression costs of any fire started.
