South Carolina is one of the most permissive fireworks states, and York County cannot ban consumer fireworks in its unincorporated areas. Sale is regulated, not prohibited: under S.C. Buyers 16 and older may purchase legally. There is a real local wrinkle: S.C. Code 23-35-175 lets a county, municipality, or property owners' association forbid discharge within a defined zone by posting notice, so many Fort Mill and Tega Cay subdivisions ban them. Cities may add their own limits.
Selling fireworks without a Board license, or to someone under sixteen, is a misdemeanor. Discharging fireworks inside a posted no-discharge zone under S.C. Code 23-35-175 is a violation carrying fines.
