Consumer fireworks have been legal to sell and use in Iowa since 2017 under Iowa Code Section 727.2, but Sioux City restricts discharge to just two dates: July 3 between 9 a.m. and 10 p.m. and July 4 between 9 a.m. and 11 p.m. A 2025 Iowa law (HF 580) blocks Iowa cities from banning fireworks outright on July 3, July 4, and December 31, so Sioux City limits times and locations instead. Discharge on city property, in city parks, or on any public street or alley is strictly prohibited. Fines are $500 on public property and a minimum of $250 on private property.
Iowa legalized consumer fireworks (1.4G) effective 2017 under Iowa Code Section 727.2 (https://www.legis.iowa.gov/docs/code/727.2.pdf), which authorizes sale and use statewide while expressly reserving authority for cities and counties to regulate use. In 2025 the Iowa Legislature passed HF 580 (covered at https://www.ktiv.com/2025/05/20/new-iowa-law-limits-local-bans-fireworks/) limiting that local authority β Iowa cities can no longer adopt a complete ban on July 3, July 4, or December 31. The Sioux City Council amended the city's fireworks ordinance (Title 9 of the Municipal Code, see https://siouxcityjournal.com/news/local/government-politics/article_273067cc-53cf-4c8e-8819-f12a7a7f4a0d.html and the City's July 2025 announcement at https://www.sioux-city.org/Home/Components/News/News/15322/271) to comply with state law while keeping the city's calendar and location restrictions in place. Under the current ordinance, the discharge of consumer fireworks within Sioux City is allowed only on July 3 between 9:00 a.m. and 10:00 p.m. and on July 4 between 9:00 a.m. and 11:00 p.m. Fireworks are prohibited at all times in any public park, on any city-owned property, and on any public roadway, street, alley, or sidewalk. December 31 use is restricted by ordinance subject to the new state-law floor. Sales of fireworks are separately regulated by the Iowa State Fire Marshal under Iowa Code Chapter 100 and IAC 661 Ch. 265, with licensed retailers operating during defined windows (mid-June through July 8 and mid-December through January 3). Display (1.3G) fireworks require a State Fire Marshal permit and are prohibited for consumer use. Police enforcement and complaints are routed through the Sioux City Police Department non-emergency line at 712-279-6440 β call 911 only for active fires or injuries.
Discharge of fireworks on city property, in city parks, or on any public roadway, street, alley, or sidewalk is a simple misdemeanor with a $500 fine per occurrence. Discharge on private property outside the permitted July 3 and July 4 windows carries a minimum fine of $250 per occurrence. Discharge of display-grade (1.3G) fireworks without a State Fire Marshal permit violates Iowa Code Chapter 100 and is enforced by both the City and the state, with potential misdemeanor charges. Sale of consumer fireworks without a State Fire Marshal Retailer Permit violates Iowa Code Section 727.2 and IAC 661 Ch. 265 and can result in product seizure and civil penalties. Fires or injuries caused by illegal discharge can trigger civil cost-recovery for Fire Rescue suppression efforts.
