Maryland is one of the strictest states for fireworks regulation. Under Maryland Public Safety Article 10-101 through 10-110, consumer fireworks including firecrackers, bottle rockets, Roman candles, aerial shells, and similar devices are illegal to sell, possess, or discharge. Only ground-based sparklers (handheld, non-aerial), snake and glow worm pellets, smoke devices, and trick noisemakers are legally permitted. Takoma Park enforces these restrictions through its city code and police department. The city holds an official Fourth of July celebration with a professional fireworks display, eliminating the need for personal fireworks. Violations of state fireworks law carry fines up to $250 for a first offense and up to $1,000 for subsequent offenses.
