Most of unincorporated Butte County lies in the State Responsibility Area (SRA) classified by CAL FIRE as Moderate, High, or Very High Fire Hazard Severity Zone. Butte County Code Chapter 53 (Camp Fire Recovery) imposes ignition-resistant construction standards on rebuilds inside the Camp Fire footprint.
Under California Government Code §51178 and PRC §4201–4204, CAL FIRE maps Fire Hazard Severity Zones (FHSZ). The Camp Fire (November 2018) destroyed the Town of Paradise and much of Concow and Magalia; nearly all of those areas are mapped Very High FHSZ. Chapter 53 of the Butte County Code applies California Building Code Chapter 7A (Materials and Construction Methods for Exterior Wildfire Exposure) to all rebuilds in the Camp Fire boundary: Class A roofing, ignition-resistant or noncombustible siding, dual-pane tempered glass windows, ember-resistant vents, and enclosed eaves. The North Complex Fire (2020) added similar requirements in Berry Creek and Feather Falls. Defensible space (Chapter 38A) is also enforced more aggressively in Very High FHSZ.
Failure to build to Chapter 7A / Chapter 53 standards inside the Camp Fire boundary is a stop-work and permit-denial issue with the Butte County Department of Development Services. Existing structures rebuilt without proper permits can be subject to abatement.
