Summary
Weber County has adopted the state Wildland Urban Interface Code, but it only reaches developed lots in unincorporated F, DRR-1, or qualifying CV zones that sit east of a mapped line running through the foothills toward the Wasatch Range. Every other part of the county is exempt from the WUI building requirements.
Sec 20-3-3 Applicable Area: For purposes of this section, "developed areas" means commercial or residential buildings and the lots or parcels on which they are located, extending to the property lines. The Wildland Urban Interface Code of Weber County is applicable in all developed areas in unincorporated Weber County that meet both of the following criteria: They are located in: F zones; DRR-1 zones; or CV zones that are entirely surrounded by F zones, DRR-1 zones, or any combination of F zones, DRR-1 zones, and forest or resort zones in an adjacent county... All other areas of Weber County are exempt from the requirements of the Wildland Urban Interface Code.

Full Breakdown
Chapter 20-3 adopts the Utah Wildland Urban Interface Code by reference as the Weber County Wildland Urban Interface Code, and future state amendments incorporate automatically unless the county or the Weber Fire District adopts its own modified requirements under Section 20-3-2. Section 20-3-3 limits where the code actually applies: a developed area, meaning a commercial or residential building and its lot out to the property lines, must sit in an F (Forest), DRR-1 (Destination and Recreation Resort), or CV zone entirely surrounded by F or DRR-1 zoning, and it must also fall within the mapped area beginning one-half mile toward the Wasatch mountains from a described line running along SR89, Harrison Boulevard, Mountain Road, Fruitland Drive, and several numbered streets up to the Weber/Box Elder County line.
Land outside both tests is exempt. 11 letting fire sprinklers substitute for an inadequate water supply, and lets sprinklered buildings be treated as a lower hazard class under Section 602. Copies of the adopted code are filed for public inspection at the Weber Fire District's administrative offices under Section 20-3-5.
Violations & Fines
Because the WUI Code is incorporated into Title 20, violations are enforced under Chapter 20-4: an authorized official may inspect a property with the owner's consent or a court-issued warrant to verify compliance, and any violation of the title is a class B misdemeanor under Section 20-4-3, with each continuing day treated as a separate offense and injunctive relief available in addition to criminal penalties.
