Senate Bill 215 (effective June 13, 2022) made Ohio a permitless or constitutional carry state. Ohio still issues Concealed Handgun Licenses through county sheriffs under ORC 2923.125, which require training and a background check and provide reciprocity with other states. ORC 2923.12 governs the offense of carrying a concealed weapon and lists statutory exceptions.
