Operating a food truck in Broome County requires a stacked set of permits. The Broome County Health Department (BCHD), under NYS Sanitary Code Part 14, issues the Mobile Food Service Establishment permit: application, plan review, commissary letter, inspection of unit, and annual fee. The unit must have an approved commissary (licensed kitchen for food prep, cleaning, and wastewater disposal) since trucks cannot serve as their own base.
