St. Charles County, MO Food Trucks & Mobile Vendors: Food Truck Permits (2026)

St. Charles County's Food Code fee schedule at Section 230.030 lists Mobile Food Vehicle as its own permit category, separate from the risk-based tiers used for fixed food establishments. The permit fee is $145.00. The schedule shows no charge in the middle column for that row and sets a follow-up fee of $100.00, the charge that applies when a reinspection is required after violations are found. A truck that passes cleanly pays the $145.00 and nothing further.

The same schedule settles a question that comes up every festival season in the county. Temporary Food Establishments and Farmers Market food permit vendors are exempted from the Food Code's fees and from the requirement to submit applications, but only where the operation is run either by a Food Establishment in risk categories 1 through 4 or by a Mobile Food Vehicle already permitted under the Code. In plain terms, a St. Charles County truck holding a current Mobile Food Vehicle permit does not buy a second permit to serve at a county farmers market or a weekend event, while a vendor arriving without an existing permit does.

The permit is issued by the county Department of Public Health, which treats the mobile unit as a permitted facility in its own right rather than as an extension of a commissary kitchen. Enforcement runs through the County Counselor, who can pursue suspension or revocation of a permit, or other legal action against an operator working without one.

Renewal timing carries its own cost. A permit renewed late, after Dec. 31, picks up a penalty of $50 per month on top of the $145.00 fee, so an operator who lets the paperwork lapse over the winter pays more to get back on the street in the spring than the permit itself costs.
