Hoboken, NJ Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Chapter 147 requires two distinct approvals before a food truck can operate on Hoboken's public property. Under § 147-11, no person or business entity, including a religious or charitable organization, may operate as a mobile retail food vendor without both a license issued by the City and a health certificate issued by the Department of Community Services' Health Officer. That office may cap the number of licenses issued or renewed each year, and the code sets those caps directly: no more than 25 mobile retail motorized food vendor licenses and no more than 50 nonmotorized licenses may be issued annually, with no more than one license per person or business entity.

The business license application fee is $500 under § 147-8A, a figure that also covers the cost of the required annual Health Certificate. Separately, § 147-17 bars operating without a parking permit issued by the Department of Transportation and Parking, and an applicant must first show proof of a current business license and health certificate before that permit will be approved. Vendors must complete a health inspection within 45 days of receiving their business license under § 147-15B or the license is revoked. Business licenses and health certificates run from January 1 to December 31 each year under § 147-16, with no right of renewal, and licenses and permits cannot be sold, lent, leased or transferred except as part of a qualifying sale of the underlying business under § 147-5. Enforcement of the licensing scheme falls to Code Enforcement Officers, Parking Enforcement Officers, the Hoboken Police Department and the Health Officer under § 147-7.
