Food trucks must also hold a Hawaii Department of Health Mobile Food Establishment permit, a general excise tax license from the Department of Taxation, and, where commissaries are used, a commissary agreement on file. Operating on private property still requires landowner consent and compliance with LUO parking and use rules.
