1, subsections (d) and (e), set the placement and public-space rules for mobile food vendors operating in the unincorporated county. Vending units must not be locked or attached to trees, garbage receptacles, or street furniture, a rule aimed at units parked on or near public rights-of-way rather than fully off-street. Units also may not locate in any spot that blocks the view of traffic, traffic signals, or traffic signs, and may not be positioned within ten feet of any fire hydrant, both public-safety siting limits that apply regardless of zoning district.

These placement rules operate alongside the general vending permit conditions in the same section: written property-owner permission for private-lot vending, Planning and Building Department inspection for any unit drawing outside power or water, and removal of the unit from public property once it stops operating for the day. 13, Outdoor Sales of Goods, which otherwise forbids selling goods from trucks, vans, shacks or cars countywide except for mobile farm produce or seafood sales in Agricultural, Commercial or Industrial zoning districts, and even those must be removed daily after normal working hours. 1 and handled under a separate arrangement per subsection (h).
