Under County Code § 11-13-101, a "roadside vendor" is anyone selling goods or food from a fixed location on or abutting a county road; Christmas-tree sellers and growers of their own produce are exempted. Operating without a license from the Department is prohibited, and the license must be displayed at each site. Section 11-13-102 layers on performance standards: the site must be zoned to allow the use under Article 18, the vendor needs the property owner's written permission, must provide safe ingress/egress and off-street parking as the Department requires, must meet Health Department criteria, and is limited to one sign no larger than 24 square feet.
