Section 13-6.2 of ROH Chapter 13 prohibits peddling on the Waikiki peninsula on any public street, alley, sidewalk, mall, park, or beach. The same section bars peddling on Fort Street Mall, Union Street Mall, College Walk Mall, Sun Yat Sen Mall, and throughout Chinatown. Article 6A (Section 13-6A.1 and following) provides a narrow carve-out letting merchants peddle on sidewalks or malls directly abutting their stores under defined conditions. Food trucks and mobile vendors must therefore stage outside these zones or operate only on approved private property with owner consent and zoning compliance.
Vending inside a prohibited zone can draw citations under Section 13-6.4, license suspension, and confiscation of goods; repeat violations may escalate to misdemeanor charges.
