ROH Sec. 13-6.2 lists prohibited vending zones where peddlers may not operate on public streets, alleys, sidewalks, malls, parks, or beaches. The listed zones are the Waikiki peninsula, Fort Street Mall, Union Street Mall, Chinatown, College Walk Mall, and Sun Yat Sen Mall. Pearl City is not in the prohibited list, but operators still face parking restrictions, base perimeter restrictions near Pearl Harbor, and park-rules compliance at sites like Pearl City District Park or Blaisdell Park. Art. 6A (Sec. 13-6A.1 et seq.) creates a merchant-peddling carve-out allowing abutting-store sidewalk sales under conditions.
