Under City Code § 14-171, a licensed mobile vendor may locate on public or private property permitted by the Zoning Ordinance, or in the public right-of-way within residential-professional, commercial, downtown, industrial, open space, public space, waterfront, and institutional districts. In every other zoning district, a vendor cannot stop to vend for more than five minutes at a time. Vending is also barred within 200 feet of a restaurant's front door (absent written permission) and within 300 feet of an entertainment venue during event windows, and on-street vending in metered spaces is capped at four hours with meter fees paid.

Board of licenses can confiscate the vendor's license/badge for 72 hours, fine up to $200 per offense, and suspend or revoke the license after notice and hearing; each unlawful sale is a separate offense.
