Citrus County, FL Garage & Yard Sales: Frequency, Duration & Permits (2026)

Section 22-88 of the Citrus County Code defines 'secondhand dealer' broadly and then lists exclusions from that definition. Exclusion (13) removes 'any garage sale operator who holds garage sales less than ten weekends per year' from secondhand-dealer status, and the section separately defines a garage sale operator as any person selling miscellaneous personal household goods at the garage or on the property of their own residence. Read together, an occasional garage sale, held fewer than ten weekends in a calendar year, sits entirely outside Article V of Chapter 22 (the Secondhand Dealers Ordinance) and its Florida Department of Revenue registration, occupational license, photo-ID and thumbprint transaction-form, and 15-day holding-period requirements under §§ 22-89, 22-92 and 22-93.

An operator who runs sales ten or more weekends a year no longer qualifies for the exclusion and is treated as a secondhand dealer for any goods sold that contain precious metals, meaning the registration, transaction-record and reporting obligations of Article V apply to that activity the same as to a shop or pawn dealer. This rule governs only unincorporated Citrus County; garage sale frequency limits inside Crystal River or Inverness are set by each city's own code, not this county provision.
