Volusia County treats garage sales as a land-use definition rather than a separate permitting section: County Code § 72-2 defines a 'garage sale' as the sale of household goods and personal property belonging to the occupant of the premises, and folds the frequency limit directly into that definition, no more than two such sales held during any calendar year, each limited to a duration of one week. Because the cap lives in the definitions article of Chapter 72 (Land Planning), it applies to residential property anywhere in unincorporated Volusia County and is enforced the same way as any other zoning-code land use standard, through the county's Zoning Enforcement Official rather than a separate permit office, the code does not require a garage-sale permit or license for a compliant sale.

The same section distinguishes a garage sale from a 'temporary outdoor sale,' which covers seasonal retail sales staged outside an existing retail business and expressly excludes garage sales, curb markets and flea markets from that separate category.
