Chapter 256 of the Paramus Code requires homeowners to obtain a license before holding any casual sale of tangible personal property advertised on the premises. This includes garage, tag, porch, barn, patio, lawn, yard, attic, and rummage sales as well as flea markets. Applications must be filed with the Borough Clerk at least 10 calendar days before the proposed sale dates. Each license covers no more than three consecutive calendar days and is valid for 30 days from issuance. If the sale does not occur on the originally indicated dates, the homeowner must contact the Clerk to amend the permit with new dates within the 30-day window. The Paramus Police Department and the Quality of Life Officer enforce the chapter.
Holding a sale without a license, exceeding three days, or otherwise violating Chapter 256 results in penalties under Β§ 1-15: fines up to $2,000, community service, or up to 90 days imprisonment.
