San Angelo does not require a permit or registration to hold a garage sale. Occasional and garage sales are allowed in residential districts under Article 5.05, as long as you follow the three-sales-per-year and three-day limits.
The city's garage sale ordinance, Article 5.05 of the Code of Ordinances, contains no permit, license, or registration requirement. Sec. 5.05.001 allows occasional or garage sales in R-1 (single-family) through R-5 (multifamily) districts and other districts where the primary use is residential. Sec. 5.05.002 limits sales to the property owner's own tangible personal property sold at retail; items bought solely to resell are prohibited, which keeps a sale from becoming an unlicensed retail business. Churches, charities, and fraternal organizations may hold fundraising sales on other property using donated goods. No fee applies because no permit is issued.
Violations of Article 5.05, such as exceeding the sale limits or reselling purchased inventory, are misdemeanors punishable by a fine up to $500 under sec. 1.01.009, each day a separate offense.
