Section 406 does not impose a numeric per-guest occupancy cap on short-term rentals; building and fire code occupancy for the dwelling governs how many people may stay. The ordinance instead controls intensity indirectly: parking must equal two spaces plus one per separately rented guest room, camping units such as RVs, tents, and trailers are prohibited on the premises of a residentially zoned STR, and meal service may not be provided. Bed and breakfasts, a related use, are separately capped at four guest rooms on residentially zoned property. Operators must keep a current guest register as required by state code.
Exceeding building-code occupancy or allowing prohibited camping units is a zoning violation, fined up to $2,000 under Sec. 1.01.009, and can jeopardize Conditional Use renewal.
