San Angelo, TX Parking Rules: Loading Zones (2026)

005 authorizes the city manager, or officers and employees he designates, to establish loading zones as needed for the conduct of business, omit parking meters from those zones, and sign and mark them, but limits the city to no more than one loading zone per lineal block. Subsection (b) confines the zones to the handling of heavy or bulky materials and requires a single designated zone in a block to serve every merchant and business on that block, rather than letting each business claim its own space.

Subsection (c) sets the operating rule drivers actually face: loading or unloading must be done in an expeditious manner, a vehicle cannot remain in the zone longer than necessary, and in no event can a vehicle stay in a loading zone more than 15 minutes, nor can the operator use the time to solicit business or do anything other than load, unload, or secure a delivery receipt. Subsection (d) separately creates curb passenger loading zones for loading or unloading passengers or materials, subject to the same expeditious-use standard and a requirement that drivers remain with their vehicles; the code names one such zone on the east curb line of Terminal Circle at the airport terminal's 8600 block. 002 lets a parking control officer issue a written notice whenever a vehicle unlawfully occupies a time-limited zone like this one.
