San Angelo declares junk vehicles visible from a public right-of-way a public nuisance (Sec. 8.03.011). After at least 10 days' notice and a municipal-court hearing, the city can tow and destroy them. Vehicles enclosed or screened from view are exempt.
San Angelo Code Sec. 8.03.011 adopts the Texas Abandoned Motor Vehicles Act (Transportation Code Sec. 683.071), declaring junk vehicles visible from a public right-of-way a public nuisance that invites blight and fire hazards. The city must give at least 10 days' certified-mail notice to the registered owner, lienholders, and property owner before abating. A hearing before the municipal court judge is available on request. Vehicles removed may not be rebuilt or made operable. Exemptions apply to vehicles fully enclosed in a building, stored by a licensed dealer or junkyard, or antique and collector vehicles screened from ordinary public view by a fence or shrubbery.
Junk vehicles are abated by towing and destruction at the owner's expense after notice and hearing. Related nuisance fines apply under Sec. 1.01.009, each day a separate offense. Relocating the vehicle within the city has no legal effect.
