Under Article 8.10 of the San Angelo Code, parking any vehicle in the yard of a residential lot is a nuisance unless it is on an improved surface or screened by a six-foot opaque privacy fence (Sec. 8.10.002). The code defines improved surface precisely: hot-mix asphalt, five-inch reinforced concrete, interlocking paving stones, or at least six inches of compacted gravel, caliche, or crushed rock (Sec. 8.10.001). Separately, Sec. 10.04.003 bars stopping in front of any public or private driveway and bans parking on a roadway to display a vehicle for sale or to wash, grease, or repair it.
Parking on an unimproved residential surface is a nuisance fined under Sec. 1.01.009 and subject to city abatement. Blocking a driveway or making street repairs is a traffic offense fined $1 to $200.
