Summary
Carroll County designates historically, archaeologically or architecturally significant sites, structures and districts under the Historic District Overlay, Zoning Code § 158.095. A five-member Historic Preservation Commission reviews petitions and any exterior work permit application, adding a layer of county review on top of standard zoning once a property is designated.
The purpose of the HDO is to provide a mechanism for the preservation of sites, structures, and districts of historical, archaeological, or architectural significance, together with their appurtenances and environmental settings. The HDO is meant to enhance, not substitute for, the underlying zoning classification which regulates land use. This section imposes additional requirements during the construction, alteration, reconstruction, moving, and demolition of sites and structures located within the HDO. ... (E) Criteria for designation as historic site, structure, or district. (1) The County Commissioners may designate boundaries for sites, structures, or districts of historic, archaeological, or architectural significance consistent with adopted criteria for such designation.

Full Breakdown

Interior features are never considered by the HPC in reviewing an application.
Violations & Fines
The HPC may seek injunctive relief to compel routine maintenance or compliance with the subchapter. General zoning enforcement under § 158.999 applies: violations of Chapter 158 carry a fine up to $1,000, with each day of continued violation a separate offense, plus a civil penalty schedule of $50 for a first offense rising to $500 for subsequent offenses. Appeals from an HPC decision go to the Board of Zoning Appeals and then to the Circuit Court for Carroll County.
