Pittsburgh HOA board procedures are governed by PA's Uniform Planned Community Act (68 Pa.C.S. Ch. 53). State law mandates open meetings, annual meetings, quorum rules, and election procedures.
Under 68 Pa.C.S. Ch. 53 (UPCA), an HOA board must hold at least one meeting of unit owners annually. The board must provide written notice of all meetings at least 10 days in advance (or as specified in the bylaws). Unit owners have the right to attend all board meetings except executive sessions addressing legal, personnel, or contract-negotiation matters. Board members are elected by a vote of the unit owners, and the association bylaws set the specific terms of office and nomination process. A quorum for unit owner meetings is typically 20 percent of total voting interest unless the bylaws specify a higher percentage. For planned communities with more than 12 units created after February 3, 1997, the UPCA governs entirely. For condominiums, the Uniform Condominium Act (68 Pa.C.S. Ch. 33) provides substantially similar protections. Unit owners have a statutory right to inspect financial records, meeting minutes, and other association documents under 68 Pa.C.S. 5316.
