Board meetings must be open to members except for executive session matters (personnel, litigation, delinquencies). Meeting minutes must be made available to members. Boards are elected per the governing documents with terms and procedures specified in bylaws. The Washington Uniform Common Interest Ownership Act (WUCIOA) RCW 64.90, enacted in 2018, applies to associations formed on or after July 1, 2018, and imposes stronger transparency, reserve study, and meeting requirements. Condominiums are governed by RCW 64.32 (pre-1990) or RCW 64.34 (Washington Condominium Act, 1990 to 2018). Spokane does not have a local HOA oversight office; disputes go through civil courts.
