The City does not mediate HOA disputes. Residents use internal HOA processes, civil courts, or alternative dispute resolution under Chapter 209.
Texas Property Code Section 209.007 requires HOAs to give owners notice and an opportunity to cure or request a hearing before imposing fines or suspending privileges. Owners may request mediation or arbitration if provided in their governing documents. The City of Garland has no jurisdiction over HOA internal disputes and does not provide mediation services for HOA matters.
If an HOA fails to follow Chapter 209 procedures, owners may seek declaratory or injunctive relief in district court and may recover attorney's fees under Section 209.008.
