Mountain View follows the California Homemade Food Act allowing Cottage Food Operations at home. State law sets product, revenue, and registration rules.
California Cottage Food Operations (CFOs) are authorized under Health and Safety Code 113758 and following sections, originally AB 1616 and expanded by AB 1616 and AB 1240 reforms. A CFO may produce listed non-potentially hazardous foods such as baked goods, jams, granola, roasted coffee, and candy in a home kitchen and sell directly to consumers or through certain retailers. The Santa Clara County Department of Environmental Health registers Class A direct-sales CFOs and permits Class B CFOs that sell through indirect venues. Gross annual sales are capped by state law at an indexed amount commonly cited around 150,000 dollars. Products must be labeled with the CFO registration number, ingredients, and allergen disclosures. The operation must not exceed one full-time equivalent non-household employee and must comply with Mountain View Home Occupation standards including no exterior signage and limited on-site customer activity.
