Utah has one of the most permissive cottage food laws in the nation. Producers may sell non-potentially-hazardous foods (baked goods, jams, dry mixes) and even some refrigerated foods directly to informed end consumers without inspection or license under the Home Consumption and Homemade Food Act. Sales must be direct (not to retail) and include a disclosure label. Salt Lake City still requires a home occupation business license.
