Utah Home Consumption and Homemade Food Act allows direct sale of most homemade foods without licensing.
Under Utah Code 4-5-9.5 (Home Consumption and Homemade Food Act, amended 2021), Utah residents can produce and sell most homemade food products directly to consumers without a food handler permit, kitchen inspection, or business license specifically for food, provided sales are informed-consumer direct sales. Products must be labeled with producer name, address, product name, ingredients, allergens, and a statement that the food is homemade and not inspected. Meat, poultry, and certain dairy products are excluded and still require commercial licensing. West Valley City still requires a general home occupation business license for operation, and HOA rules may apply.
