West Valley City permits family child care in single-family dwellings as a home occupation under Title 7 of the city code. Operators must obtain a Utah DHHS Office of Child Care Licensing residential certificate or license (depending on capacity) and a West Valley City business license. The home must remain primarily residential in character with no exterior evidence of the business other than one permitted sign. Utah law (UCA 26B-2-407) preempts local zoning from prohibiting residential child care serving eight or fewer children.
