Under the Beaverton Development Code (BDC) Chapter 60, home occupations are accessory uses permitted in residential zones subject to standards intended to preserve neighborhood character. Beaverton operates a two-tier permit system. A Type 1 Home Occupation permit covers low-impact businesses with no non-resident employees, no customer or client visits to the premises, no exterior alterations indicating a business, and no parking demand beyond a normal residential household. A Type 2 Home Occupation permit covers higher-impact businesses and may allow up to one non-resident employee on premises, limited customer or client visits with on-site customer parking provided on the lot, and up to two daily commercial delivery or pickup trips. In both tiers, the home occupation cannot generate noise, traffic, glare, vibration, or activity that is inconsistent with the residential character of the surrounding neighborhood, and outdoor storage of business materials or equipment is prohibited. Type 1 permits are administered through the Beaverton Finance Department, and Type 2 permits go through the Community Development Department because they involve a discretionary review. The home occupation must also comply with the city business license requirement under Beaverton Code Chapter 7 and applicable building, mechanical, plumbing, and electrical permits if the residence is altered. The City may revoke a home occupation permit if the operation violates the conditions imposed.
Operating without the required Home Occupation permit, exceeding customer-visit or delivery limits, or generating residential-incompatible traffic and noise is enforceable by Beaverton Code Compliance and may result in citations, permit revocation, and civil penalties under the Beaverton Development Code. Repeat or unresolved violations can trigger zoning enforcement action and an order to cease business operations on the premises.
